Launching ControlPanel from System tray is not working as expected

      Tested build: 6u5b06 PIT
      OS: Vista

      Steps to reproduce:
      1.Install Kernel JRE.
      2.lanuch an applet.
      3.Right click on JavaCup Icon in System tray and select "Open Control Panel" .
      4.Control panel is not displayed
      5.This is happening with or without setting the kernel download url to http://j2se.east/plugin/1.6.0_05-pit/2007-10-20.11_38/windows-i586/bundles
