A DESCRIPTION OF THE PROBLEM :
There are several problems with tooltips in new Nimbus PLAF for Swing.

In short: They are *hard* to read. Because

1. They use some background as main app window
2. no box around tooltip
3. bounding box around tooltip is too small (seems 1 or 2 px)

If points 2 + 3 are implemented, 1 is not needed.
If 1 is impemented, 3 will be enough for readability

This bug can be reproduced always.
