Previous installation of JRE cleans/uninstall, if user not accept the License Agreement while reinstalling without any warning.

      Steps to reproduce :-
      ----------------------

1:- Download and save Java Kernel Installer from link http://javadl.sun.com/webapps/download/GetFile/1.6.0_10-ea-b08/windows-i586/jre-6u10-ea-windows-i586-p-iftw-k.exe
2:- Install JRE by double clicking the downloaded file jre-6u10-ea-windows-i586-p-iftw-k.exe
3:- Do not select the Advance option check box and Accept the License Agreement.
      4:- This will install JRE6 in c:/program files/java/jre6
5:- Go to Control Panel -> Add/Remove Programs to check that Java(TM) 6 Family is added there.
6:- Now again click the downloaded file jre-6u10-ea-windows-i586-p-iftw-k.exe so that reinstallation of JRE starts.
7:- Confirmation dialog box pops up with message "This software is already being Install on you computer.Would you like to reinstall it? Please see attachement reinstall.png.
      8:- Select Yes.
9:- After some time again a windows pops up for Accepting License Agreement.
10:- Now click on Decline, a pop up comes with message "Are you sure you want to cancel Java(TM) 6 Family, Click Yes.Please see the attachement reinstall1.png
11:- Now go to Control Panel -> Add/Remove Programs to check that previous installation of Java(TM) 6 Family is removed/uninstall.

This should not happen, cancelling reinstallation should not result in the removal/uninstallation of Privious installation with out proper warning to the user.If user cancels the reinstalltion the privious installation has to be there.
