JVM fails to start in case Invalid user defined properties are sepcified against java_arguments

In case invalid user defined property is specified JVM fails to start e.g. if property with name=value is specified with value containing spaces in it but not put in "", then JVM fails to launch
Try to load the following applet

If JVM fails to launch then bug is reproduced
