A DESCRIPTION OF THE PROBLEM :
I updated my JRE 1.6 with tzupdater-1.3.3-2007k, and the VET time zone shows GMT-4:15 instead of GMT -4:30.
REPRODUCIBILITY :
This bug can be reproduced always.
