6626922 "PIP breaks if processes that lock Java are opened after FileInUse detection, but before patching" will be integrated in b13 or b14.
It changes and moves an already localized dialog from install/make/installer/bundles/windows/ishield/wrapper_online/jre to deploy/src/plugin/win32/regutilsmsi.
This is the first localization for deploy/src/plugin/win32/regutilsmsi.The only localization change is that "to allow the update to proceed" was changed to the more generic "to allow the install to proceed".
