We should remind the users to register JDK if they haven't done that during JDK installs. The challenge is that JDK doesn't have a customer-facing tool that we can build in the reminder mechanism. The offline registration page (JDK/register.html) is a stop-gap solution to enable the users to register the JDK any time after JDK install.

However, the user using the JDK may not necessarily be the one who installed it (could be system admins).
