Unable to modify plugin association using java control panel FDCC

      Problem Description:
      --------------------
      On a Windows Vista machine with FDCC (The Federal Desktop Core Configuration ) setup applied, it is not possible to change browser associations through IBM Java Control Panel icon present in system control panel.
       
      TESTCASE DESCRIPTION
      --------------------
      1. Install the latest Sun build on a Windows IA32 Vista machine with
         FDCC setup applied.
      2. Go to system control panel. Double click on 'Control Panel' icon.
      3. Go to 'Advanced' tab. Expand Deafult Java for Browsers'.
      4. Check/Uncheck the browsers listed. Click 'Apply'.
      5. Observe that an error dialog pops-up saying there is no sufficient
         permission to perform the operation.

      FURTHER INFORMATION:
      --------------------
      * The same test passed on Windows XP with FDCC setup applied.

      * The following scenario was also tried:
        > Go to <JAVA_HOME>/jre/bin directory.
        > Right click on javacpl.exe and select 'Run as administrator'.
        > Go to 'Advanced' tab. Expand 'Default Java for Browsers'.
        > Check/Uncheck the browsers listed. Click 'Apply'.
        > It was found that in some instances the modifications were applied
          successfully and in some instances the modifications failed with
          the same error dialog as mentioned above.

      * The scenario in which the above failure was seen is as follows:
        > Apply FDCC setup on a Windows Vista machine
        > Install Java6
        > Execute the above mentioned steps
        > Result: FAIL

      * The above steps when executed in the following scenario passed:
        > Install Java6 on a Windows Vista machine (without FDCC setup)
        > Apply FDCC setup
        > Execute the above mentioned steps
        > Result: PASS
