Steps to reproduce:
1. Build Java and do not stage the online installer anywhere
2. run the iftw.exe and you'll get the message:
"The installer files cannot continue because the files necessary for installation are unavailable. If trying to install a beta or older version......"
In crisis mode, it's hard to determine which exact file is unavailable. This type of problem always occurs in crisis mode, so it would be better if we could log what file we're trying to reach (unsuccessfully). Basically, jinstall needs better logging.
