6u10 installer will not install public JRE if an earlier version of 6ur public JRE already exists

      Here are the steps to reproduce this bug.

      - Pre-install an earlier version of 6ur public JRE (for example, 6u2, or 6u5).
      - Do a dirty install of JDK 6u10 beta, using the offline bundle jdk-6u10-beta-windows-i586-p.exe

      Installation completes without installing the public JRE. "java -version" and Java Control Panel still shows the version of the previously installed public JRE.

      Clean install of JDK 6u10 beta works fine. public JRE installs without any problems.
