A DESCRIPTION OF THE PROBLEM :
The description of command line argument files is vague regarding (1) the character encoding that will be used to read the file and (2) the exact syntax that is supported.
EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
Regarding (1) it would certainly be nice to be able to use UTF8, but at least I should know what can be used.
Regarding (2) one would never guess from the documentation that arguments can be quoted (which is essential to allow a file name containing a space).
ACTUAL -
