How to reproduce

1.) Install 6u10 b23 promoted bundle

2.) Install iftw from http://javadl.sun.com/webapps/download/GetFile/1.6.0_11-b322/windows-i586/jre-6u11-windows-i586-p-iftw.exe

3.) Error while installing 6u11. For more details check the attaaced image. followed by eroor 1722. It seems there is some issue while hosting the dummy bundles for promoted b23 build.

Promoted dummy bundles should be santiy checked.
