REGRESSION from 6u10.
uninstallation of JRE shows Error dialog when cache is disabled

steps to reproduce
-----------------
Install JRE
Clear Cache
Disable Cache
Uninstall JRE from Add/Remove Programs

Expected behaviour:
JRE should be uninstalled.

This scenario is working fine with 6u5 b11 and failing from 6u10 b12

Actual Behaviour : ( from 6u10)
There is an unexpected error dialog which says "unable to uninstall applications" .
(Screen shot attached).Uninstallation of JRE proceeds after clicking OK button .
