While doing promoted build testing for build 25. I found this issue.
"File in use" dialog has couple of issue while showing new plugin file list

1. Install 6u10+ installer
2. Open a browser (IE7) and run a java applet, e.g. the "BabyName wizard "applet:

3. Run 6u11 JRE installer...the Files In Use dialog should be displayed.

Expected behaviour:
It should show only one entry in the FileInUse dialog.

Actual Behaviour:
But as soon as you click on retry after selcting quit application option it open another "File in use" dialog. On winXP (FIUDialog_XP.jpg) second "File in use" dialog is different from Vista(FIUDialog_Vista.jpg).

Issue 1:
It opens two FileInUse dialogs.
Issue 2:
It show more then one entries in the FileInUse dialog when only one appelt is running.
