update deploy.dll native lib loading code on java side when we update the visual studio compiler

      When we upgrade to a newer visual studio compiler for jdk 7, deploy.dll loading code on the java side needs to be adjusted
      because the msvcr71.dll will become something like msvcr80.dll.

      there are 2 instances of it at least, in com/sun/deploy/config/WinConfig.java and sun/plugin2/os/windows/Windows.java
