Desciption -Shortcuts are not working on Solaris

OS tested - Solaris Nevada
Browser tested - FF3 (installed on 06/06/2008)
build tested - b26 pit build

Steps to reproduce:
1) Register new plugin with the browser
2) Invoke the following applet
http://nicole1.sfbay.sun.com:8080/plugin_tests/JNLPSupport/desktopInteg/security/paramtest1.html
3) Once the applet loads up, drag and drop the applet out of the browser and close the browser
4) Click "OK" on shortcut creation prompt window. Make sure the shortcut is created on the desktop.
5) Close the dragged applet.
6) Invoke the applet using the shortcut icon on the desktop

Actual Behavior - The applet does not invoke using the shortcut
Expected Behavior - The applet should invoke using the shortcut

This is a regression. This bug is introduced since b25, it was working fine on b23 and b24.
