We're planning to upgrade to the Visual Studio 2008 compiler in jdk7 and also open source the deployment code in jdk7. It's important to eliminate as much dependencies on ATL (Active Template Library) with the ultimate goal of eliminate the dependencies on ATL entirely so that our source code can be compiled with VS 2008 express which doesn't include ATL libraries and headers.

The scope of this CR is to eliminate the ATL dependencies from those deployment source files which include ATL headers unnecessarily.
