How to reproduce.
1.) Install JRE promoted b26
2.) Open some applet in Browser
3.) Now uninstall from Add/Remove
4.) It will Show "File In Use" Dialog (attachement - FIUOnUninstall_Vista.jpg)

Expected behaviour
"File In Use" Dialog should come in front

Actual Behaviour:
"File In Use" Dialog stays in background.

This look more worst, if user press "Enter" or cancel on the front window. It will stay there as it is. And give impression, that uninstallation is hanged.
