tzdata2008b was included in SSR08_02 Releases: 6u7, 5u16, 1.4.2_18 ansd 1.3.2_23
The table does not indicate this, so users of those releases may incorrectly interpret
that they need to apply that tool version to obtain the listed DST changes.

Also tzdata2008c has been included in live Revision releases:
  6u7-rev-b07, 5u16-rev-b03 and 1.4.2_18-rev-b07

Should this be indicated in the table?
