There are extra empty line/spacing on French and Italian rtf license files

During 6u10 b33 testing, QA team found an issue in LICENSE_fr.rtf , in the headline, there is not the same number of empty lines as in other locales.

On Italian license, there is an extra line between paragraphs 1 and 2.
Same problem is also in de and es.
