6737736 is actually tzUpdater131: issue with jdk1.3.1_21

This may be because the CR is actually a defect with the tzupdater131 tool and not
related to Embed tzdata2008e.
Also, just under the title the page says:

"By the Java SE Platform Support Team, July 2008"

which should say October 2008
