      Reproduce:
      1. install 6u11 b02 on OpenSolaris(osol_0811)
      2. laungh ControlPanel or demos

      Problem:
      all localized contents are displayes as square boxes.

      Environment:
      X86, AMD64

      Locale:
      zh_CN.UTF-8
      zh_TW.UTF-8
      ko.UTF-8
