Romanian characters in applets are not mapped to latin-2

      Tested on Windows Vista and Vindows XP

      A DESCRIPTION OF THE PROBLEM :
      I wrote an applet that displays Romanian text, UTF-8, in a button. The text displays perfectly in any browser on Linux, but the latin-2 romanian caracters ¿,¿,¿,â, display in Windows only as squares.
      It looks as if mapping grom UTF-8 to Windows Latin-2 fonts was not tested on Windows.
      This is a bug only in the distribution for Windows.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      Print a Romanian ¿¿¿â¿¿¿ in a java applet. It will not display correctly

      ACTUAL -
      squares instead latin-2 characters

      REPRODUCIBILITY :
      This bug can be reproduced always.
