API for window's graphics configuration changes

At the current moment there is no API to detect if Window's graphics configuration has changed, for example, when display resolution is changed or the window is moved to another screen. This API may be useful for developers who want a finer control over various windows effects like shapes and translucency as they depend on the capabilities of graphics config/device.
