If smth is wrong with previously installed JDK (incorrect installation/removing/using, for ex. if necessary for uninstallation process files is deleted) user receives dialogue "This software has already been installed on your computer. Would you like to reinstall it?" again and again.
Steps to reproduce
1. Install jdk
2. Delete jdk directory(simplest way)
3. Try to reinstall the same version - confirm "Would you like to reinstall it?" then probably you'll see some installation progress but sooner or later you'll see "Would you like to reinstall it?" again and again while you confirm it.
