Installer Progress Panel: Ensure that progress indicator goes from 0 to 100 only once.

While installing the JRE, the progress panel indicator control moves from 0 to 100 percent twice. It should only go from 0 to 100 once.

Users are confused when they see what they think should be the end of the process, only to then to watch while the bar goes *back* to zero and begins to cross the screen again for the second time. At that point, they have do not know whether to expect that the process will be complete when the bar reaches 100, or if it will again reset back to zero.
