When JDK is installed from self-extracting archive, ServiceTag instance is not created automatically. Though manual installation via com.sun.servcetag.Installer class works fine. The issue is not present with JRE self-extracting bundles. It is also NOT present in JDK 6u10+.
It seems that "java com.sun.servicetag.Installer -source ..." invocation is not included into exctraction script.
