The current randomization code for the java auto-update scheduler assigns each machine a specific hour of the day to update. HOwever if the machine is not on and a user logged in at that hour, an update check cannot occur. This leads to a significant increase in auto-updates at the beginning of each business day when most users (who had their scheduled hour overnight) first log into their machines.
The randomization/scheduler should be modified to spread those overnight updates across the entire business day.
