A DESCRIPTION OF THE PROBLEM :
After upgrade to jre/jdk 6 update 12 or 13, We cannot open java control panel, It shows error "Could not find the main class: com.sun.deploy.panel.ControlPanel. Program will exit."

And if use this version to run applet/application, the applet/application doesn't launch.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Upgrade jvm to kre/jdl 1.6.0 update 12 or 13
2. Open Java Control Panel by Start -> Control Panel -> Java

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
Control Panel window should be shown
ACTUAL -
Control Panel is not shown and show error "Could not find the main class: com.sun.deploy.panel.ControlPanel. Program will exit."

REPRODUCIBILITY :
This bug can be reproduced always.
