Java Console window does not test for Start Menu bar position

      EXTRA RELEVANT SYSTEM CONFIGURATION :
      My Windows Start/Task bar is on the top of my screen, not the default bottom position.

      A DESCRIPTION OF THE PROBLEM :
      The first time the Java Console is launched by right clicking the task tray Java icon, the Java Console window is created with at absolute 0 (top) of the screen. If a Windows user has moved the Start Menu / Taskbar to the top of the screen from the default bottom of the screen, then the title bar of the Java Console is under the Start Menu / Taskbar and is inaccessible to mouse cursor to move the window outside of using extraneous measures (right click task bar running app icon and select move then using cursor keys to move the window -OR- hide the taskbar then move with mouse cursor then reshow taskbar). After the initial move of the window, it's position is remembered, so this only affects the initial launch of the window.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      Move Windows Start Menu/Taskbar to the top of the monitor
      New install of JRE
      Show the Java icon in the Tasktray by launching a java app(let)
      Right click the Java icon and select "Show Console"

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      The Java Console window should display just below the Start Menu w/o the Java Console windows title bar being hidden under the Start Menu / Taskbar
      ACTUAL -

      REPRODUCIBILITY :
      This bug can be reproduced always.
