jdk registration shows the offline page content though the system is connected to internet

On windows 7 , install jdk 6u14 b07
at the end of the jdk installation, jdk registration will be displayed. This shows the online content and it is the correct behavior.
On win xp, install same jdk and it can be noticed that the registration page shows the offline content.

Expected behavior : As per the jdk registration spec http://xdesign.sfbay.sun.com/projects/java/j2se/6.0/jdk_user_reg/, it should show the online content on Win xp.
