InstallerVersion ping variable is not correct for offline installer

The implementation of the InstallerVersion variable was designed for a plus build, auto update only. There are some issues with the implementation that cause the wrong installer version (or no installer version) to be detected for some installs. Also, it currently pings nothign if there is no installer version found, it should ping a known value like "XX".
