sun.jkernel.BackgroundDownloader doesn't work as expected on 64bit windows

      Kernel JRE plugin testing fails on 64 bit systems because of incorrect working of command:
      "C:/Program Files (x86)/Java/jre6/bin/java" -Dkernel.debug=true sun.jkernel.BackgroundDownloader. It works ok on 32 bit systems. Logs are attached.
