Update http protocol handler to use PlatformLogger

      sun.util.logging.PlatformLogger is added for JRE implementation to eliminate their dependency on logging. HttpCapture was revised to handle the case if logging doesn't exist. We shall update http protocol handler to use PlatformLogger.
