When base JRE is installed in STATIC mode, FIU dialog should not be displayed when java application is running and it is using base JRE's JAVA.

I am not sure if this expected or not but OLD style of FIU dialog shouldn't be displayed at all.
 
How to reprodcue this issue

1. Install 6u10 and onwards release of JRE (Base JRE) in STATIC mode. I used 6u15 JRE for this test.
2. Launch Swingset2 demo application. (Base JRE's Java.exe should be used)
3. Invoke the installer (6u18).
4. Navigate through the installer.

Expected Behavior:
Verify File in Use dialog is not showing up.
Actual Behavior:
File In Use dialog showing up with SwingSet2 demo entry. FIU dialog is of old type andclciking on retry butoon in FIU dialog doesn't close demo application. For more info see the attached image.
