The issue is FIU dialog has entry for FF, even though no JAVA process is being locked by FF which load (http://www.sun.com/index.html/) page. This issue can always be reproduced.

How to reprodcue this issue

1. Install 6u10 and onwards release of JRE (Base JRE)
2. Launch Swingset2 demo application . (Base JRE's Java.exe should be used)
3. Launch FF Browser which loads some applet. (http://www.babynamewizard.com/voyager).
4. Launch FF Browser without having any java application and applet content. (http://www.sun.com/index.html/)
5. Invoke the installer (6u18).
6. Navigate through the installer.
7. Verify the following in File in Use dialog have only 2 itmes one each for "SwingSet2" and Mozilla Firefox.
 

Expected Behavior:
FIU dialog should show only 2 itmes one each for "SwingSet2" and Mozilla Firefox

Actual Behavior:
FIU dialog is showing 2 entries for FF browser itself.
