If the IE browser is running even without any java contents, uninstall of JRE 6u18 won't remove the msvcr71.dll in the jre6/bin directory.

Test config.:
    windows XP SP3
    IE8

Steps to reproduce:
- install JRE 6u18 b03 ea build (6u18 b03 deploy PIT build also reproduces this issue)
- open IE8 browser
    (note: you can just open the browser with a blank page, you don't need to run
           anything in the browser to reproduce the problem)
- uninstall JRE 6u18 b03
- when the first "close browsers" dialog (see attached close_browser.PNG) appears, click on the "Close Browsers and Continue" button
- when the second "close browsers" dialog (see attached close_browser2.PNG) appears, click on the "OK" button
- at this point, the browser will restart
- wait for the uninstall to complete

Check the jre6/bin directory, if the msvcr71.dll is there, the bug is reproduced.
