Steps to reproduce:
1. launch case of FIU008-009: FIU dialog with static install,Install jdk6u10b332-fcs,Verify installed java version
2.Launch Browser(IE/ff) which loads some applet.(http://www.babynamewizard.com/voyager).Make sure Java Console is not displayed.
3.Install jxpiinstall-6u18-bin-b03-windows-i586-rv.exe in STATIC MODE.
  Verify File in Use dialog is not showing up.
  VERIFY "Restart my browser now to complete the installation" checkbox is enabled, in the final installation wizard.


#Actual behavior:
The final installation wizard with 'Restart my browser...' didn't pop up.
