OEMUPDATE should be passed in to auto-update installer

      jre installer didn't create OEMUPDATE registry if passing in OEMUPDATE=1 args, so currently OEMUPDATE functionality is missing in new au2.0 feature. We should either create OEMUPDATE in registry or pass in args directly to au.msi
