Steps to Reproduce (be specific):
use attached NB module.

From the dist directory run the application
No resize handles:
"c:\Program Files\Java\jdk1.6.0_18\jre\bin"\java.exe -jar JavaApplication13.jar

Resize handles:
"c:\Program Files\Java\jdk1.6.0_14\jre\bin"\java.exe -jar JavaApplication13.jar
