The jdk7 jaxp and jaxws repositories now download or copy source bundles and no longer contain the actual sources.

How this works, and how to control which bundles are used and how they might be patched needs to be documented in the build README.
Also include documentation on ALLOW_DOWNLOADS in the README-builds.html file.
