-65 errors are currently 4.50% of the install failure rate.
Revisiting the notify-before-install approach seems like the big winner, and we should use BITS to do the download for autoupdate. We should phase this out, rather than going live 100%, and we should be able to turn it on/off through the xml file if we run into trouble.
Maybe we can start rolling out the BITS/notify-before-install approach for users that we know typically allow the auto-update to proceed.
We may also need to do a cost analysis, as this will increase our use of CDNs
