The fix for 6817385, adds a target to the build scripts to build a 32/64 bit combo installer for windows offline installer. This target requires as input the 64 bit build.
By default this target is not built, so we do not have, and will not have this combo installer built in 6u18.
We need significant build changes to allow this, since now each build is done asynchronously on separate machines.
