6871385: need an installer that installs both 32-bit and 64-bit JRE(offline installers) for OEMS

Combo.exe is used to install these jres. Available at: http://j2se.east/arc/1.6.0_18/pit/2009-11-12/jre-3264combo-6u18-b705-windows-12_nov_2009.exe
This exe runs fine for Windows XP but not for Windows Vista.

Steps to reproduce:
1. Log in as built-in administrator/regular admin user/dtftest user.
2. Run combo.exe.
3. If you see any one of the following erros,the issue has been reproduced.
- Installer: Wrapper.CreateFile failed with error 3.
- Error opening Installation log file
- The Temp folder is on a drive that is full or inaccessible.
