The properties delivered in the jdk are sometimes stripped of comments and processed, sometimes compiled into classes.

The proposal here is to always compile all properties so that the build procedure is normalized and behaves the same way.

This would mean that the StripProperties utility would not be needed, and the CompileProperties utility would be used all the time.
