How to reproduce.
1 install jdk 1.4.2_24b07
2 install tzupdate 1.3.23 with tzdata2009r.
2 run j2sdk1.4.2_24/bin/java -jar c:/tzupdater.jar -V
tzupdater version 1.3.23-b01
JRE time zone data version: tzdata2009r
Embedded time zone data version: tzdata2009r
3 run
$ j2sdk1.4.2_24/bin/java -jar c:/tzupdater.jar -t

Actual result:
/data/tzdata2009r.test:67: time zone not found: SystemV/HST10
/data/tzdata2009r.test:198: time zone not found: SystemV/YST9
......
Validation tests failed.

Expected result:
All tzupdater tests should passed.

And if you try to update this jdk you will get:
$ j2sdk1.4.2_24/bin/java -jar c:/tzupdater.jar -u
You have the same version as the embedded one.
