When JRE is installed, niether entry in Servicetag DB nor <JRE_HOME>/lib/servicetag dir are created. Manual ST installation by executing com.sun.servicetag.Installer class also produce no result, though noClassDefFound exception is not thrown and, hence, servicetag package is integrated into the build.
On Solaris/Linux platforms ST feature works as expected in this build.
Steps to reproduce:
1. Install Sun ServiceTag hardware
2. Install JRE under test from .exe source
3. Check for ST entry (stclient -x) and <JRE_HOME>/lib/servicetag directory
