Add sanity check for cygwin gnu make 3.81 C:/ path issue

      The make 3.81 on windows/cygwin needs to be able to understand C:/ paths, some don't, and it's not obvious when this is the problem.

      Add a sanity check to verify this or somehow make the problem more obvious.
