Offline launch through cacheviewer prompts a dialog requesting to go online :Regression from 6u18b05

      Steps :
      Install 6u18 b06 PIT
      Launch javaws http://web-east.east.sun.com/www/tests/1.6.0_18/6800992/draw.jnlp
      or
      http://nicole1.sfbay.sun.com:8080/JavawsMustangIntegTest/cacheViewer/CacheViewer_offline.jnlp

      Application launches fine
      Launch Cache viewer
      Right Click on the application and click Run Offline
      A dialog with title 'Application unavailable offline' and text 'The application has requested to go online .Do u wnat to continue is displayed ' with OK and Cancel Buttons.
      Upon selecting OK the application is launching.

      Till 6u18 b04 the application launches offline without an additional prompt
