JRE installer should send FX ping "jfxic" when there is actual preload of JavaFX
runtime but that's not true with 6u18 installer. With 6u18 installer ping is sent for each install no matter if there is an actual preload of JavaFX runtime or not.
Steps to reproduce:

1)Remove deployment system and user cache and install 6u18-b07 bundles
2)Once installation is complete, check for jfxic ping entry inside TEMP/jusched.log file.
3) Remove JRE and install it again without clearing the system/user cache
if there is a new entry for jfxic ping inside TEMP/jusched.log file, the bug is reproduced
